Questions

NAVORA helps operators build a SORA assessment from one project workspace. You can choose the SORA version, enter the operation details, draw or upload the flight geography, generate the operational volume, assess GRC and ARC, track OSO evidence, and prepare the supported export package for review.

It specifically supports automated operational volume generation from the flight geography, including contingency volume, ground risk buffer, operational volume, and adjacent area where supported.

Both SORA 2.0 and SORA 2.5 are supported paths in the tool. SORA 2.5 is the newer method and uses more quantitative inputs in areas such as population density, with updated handling for containment and OSOs. SORA 2.0 remains available for workflows that still require that version.

For SORA 2.0, the export scope generates a structured SORA assessment form. For SORA 2.5, it generates the assessment form and a compliance matrix document.

GRC (Ground Risk Class): Describes the hazard of a UA impacting people or property on the ground, determined by the drone's size, max speed, and operating area density, adjusted by strategic and tactical mitigations (like parachutes).

SAIL (Specific Assurance and Integrity Level): A numeric classification from I to VI determined by cross-referencing final GRC and residual ARC. Higher SAIL levels impose more stringent Operational Safety Objectives (OSOs).

Population density data comes from the Global Human Settlement Layer (GHS-POP) produced by the European Commission's Joint Research Centre under the Copernicus programme, using the 2025 population grid projections. The tool uses this dataset to support ground-risk assessment and map overlays, and records the dataset source, version, and reference year for each project so operators can see exactly which population layer was used in their GRC calculation.

The first supported workflow is planned around Indonesia-oriented operations with SORA 2.0 and SORA 2.5 support. Support for other countries depends on available population data, airspace data, and authority-specific requirements.

The tool prepares a structured export package for operator review. It does not directly submit the assessment to the competent authority.

For SORA 2.0, the current scope generates the SORA assessment form. For SORA 2.5, it generates the SORA assessment form and a compliance matrix document. Operators can also include linked evidence, operational volume files, and manifest snapshots where available. The tool does not auto-generate Operations Manual documents; operators can upload and link those as supporting documents.
